how to overcome s913s in IDMS?

we have no idms security (internal or external) at all <!!?!!!??> - all
access is controlled by ACF2 dataset access

we have many native VSAM datasets defined to our environments, all of them
read only. This is enforced by ACF2

occassionally, we have someone attempt to (mistakenly) vary these files to
update (usually after a vary off/delete/define/load outside of idms) -
when this happens, the CV crashes with a s913 - attempts to restart the CV
fail because the warmstart tries to place the dataset in its last know
state (as far as idms is concerned) - in our case that was update, and the
CV fails again during file allocation. we solved this by having our
security group grant temporary update access to this dataset until the CV
came up and the area was varied to retrieval.

short of formatting the journals (not a good thing), is there a way to a)
avoid this, or b) resolve this without security intervention?

additional points - when this happened 3 years ago, i opened an issue with
CA - it seems that idms exists in a state such that it MUST crash when a
913 is encountered - it can not just go on its merry way. Our shop ""could""
set up the idms stc as some diety-status so that it could ignore them, but
they choose not to do so ... any thoughts or experiences will be greatly
appreciated.
