CVs up during ""soft"" timechange?

our tech folks have decided now is the time to do a spring-foward time
change without benefit of IPL - I was asked, and I do not have clue, can
the IDMS regions stay up during a ""soft"" (if that is the cirrect
termonology) time change? or must they be doen to refresh any system
registers (such as time) that acquired at CV startup ??
