only occurred on VSE

for my system (IDMS 16.0 SP2)

Sysgen SYSLOCKS = 10000

From IDMS start-up messages:

+IDMS DC040101 V100 LOCK MANAGER STORAGE ESTIMATE =     883K
+IDMS DC040102 V100 LOCK MANAGER STORAGE FORMATTED;     882K
Bytes per Syslock = 882K / 10000
= (882 * 1024) / 10000
= 903168 / 10000
= 90.32
From dcmt display memory map:
LKM Storage = 4A600 - 21BA0
= 28A60 (Hex)
= 166496 (Dec)

The SYSLOCKS storage is obtained from XA storage. The only control block
allocated below the line is the LKM. This is a small anchor to all other
locking control blocks. It does not extend up to the address of the CCE.
You need to apply APAR QO74385 to restrict overflow storage to the XA
pool to prevent pool 0 from being filled with lock storage. Note the
recommended SYSLOCKS value is 100000 in GI76847.
