Programming question

ProgramA and ProgramB are both DC-COBOL programs. ProgramB is secured
in the SRTT. ProgramA is unsecured. ProgramA calls ProgramB with
""transfer control link"". If the user is not authorized for ProgramB,
ProgramA gets a security violation and abends with a D002.

Is there a way for ProgramA to intercept the security violation and end
gracefully (i.e. send a message back to the user), rather than abending?

Wouldn't it be better to find a way to check the security before program
B is called then you can end program A successfully and put a message
out to the user.
