TCP/IP sockets listener question

We had an unplanned TCP/IP outage over the weekend. The IDMS sockets
listeners ended with a DC088002 message, like they do at shutdown. They
did not restart themselves, as the connections in the CCITCP jobs used
by IDMS Server did. I had to restart them manually by varying the TCPIP
lines offline, then back online. Is there a way to get them to restart
automatically?

"Use OVO to catch the message and issue the commands to restart them . .
.
Or WTO to catch the message and submit a job to issue the commands . . .
