managing actuals that are greater than estimates

Estimate to complete = Forecasts
Actual Usage = Actuals
Pending Actuals = Pending Actuals


We are currently using OWB within clarity. Within our project plans we forecast by months so at the end of each month the project managers enter their forecasts for the month coming up. We are having issues where if a person is foreasted 10 hours for a month, the system allows them to have an actual of >10. So for example, the project manager forecast 10 hours in November for Jane. Jane enters her timesheets but has entered 20 hours in total for the month of november.

We dont want to restrict the system where they can only enter time if there is an estimate.

I am wondering how other project managers are managing round this?

We have weekly reports that show the estimates and actuals as of that moment. We have view in OWB that display pending actuals....any other ideas?
