Process Error Occurs on Project Manager Change

We have a problem where a project process receives an error when the project manager changes due to that project manager (who initiated the process) no longer have access rights to the project. The process attempts to update the project via a system action, but because the process initiator no longer has edit access, the following error is received: "You do not have the rights to perform the action."

CA has a tech document (TEC439914) open on this that states it is a bug in 8.0:

We are using Clarity 12.0.4. Has anyone found a workaround for this issue?
