So far you have asked "how do I set up email" and had that answered.... but it does not work for you, so you need to dig deeper;
Are you SURE that the details set up for the email information in the NSA are correct? (i.e. the "mail server" settings in the "System" tab in the NSA - this was steps 3-5 in Mike's answer).
If you are SURE that these are correct, then you need to start investigating WHY the mail is not getting sent; can you send a simple email from a simple email client on your BG server using those same credentials as you have put into the NSA? What is going on on YOUR mail server when you try that? What is going on on YOUR mail server when Clarity tries sending an email (i.e. is the problem on your mail server?).
Is Clarity actually sending emails; how are you testing that the applciatrion is attempting to send an email (e.g. have you got a test notification set up? You could test sending emails with a simple GEL script?).
(all of the above are just GUESSES - you need to do some diagnosis to work out where the problem is (i.e. in Clarity setup, in Clarity functionality, in th e network (i.e. Clarity can not see the mail server), in the mail server, etc ?????)

(* - Clarity doesn't just start sending emails because you have set up the NSA (I'm sure you realise that!)....but things need to happen in Clarity to do this, and those things are based on a number of functional settings (eg user's Clarity notification preferences, having correct email addresses set up against the resources as suggested above)
We need to know more about your symptoms to help you diagnose your problem; "email isn't working" isn't enough information for any of us to be able to give you an answer.

First you should get a Clarity system alert/notification about that which you can see in the GUI..
If your email settings are valid and everything works you would get an email notification as well.
If that works then you can get into creating processes with their notifications.

If you have Clarity set up such that YOUR USER has notification preferences for Projects / Email switched on (and your screen shot above implies that is set OK for whichever user was logged in at that time) - and YOUR USER's email address is set up correctly in Clarity (against the user/resource in Clarity, not the NSA settings), and you then add your user to a Project; then Clarity will send your user a notification (visible in the notifications section of Clarity) and also an EMAIL version of that notification.
So if YOUR USER is getting the Clarity notification, but NOT the email; then there is something wrong with your Clarity/email setup.
(So you can test the sending of emails without having to experiment with any Clarity "processes").
