ITPAM Operators / Agents fail with messages pointing to temp directories

Operators fail to execute on Agents that run on Windows 2008 servers with errors in the Operator dataset similar to:
Failed to start program "C:\Windows\system32\config\systemprofile\AppData\Local\Temp\.c2otmp\873e4e47-aa29-42ef-b66c-b6f140b5a57b/c2ouscript.bat" - verify path and extensions

Operators that execute on Orchestrator ("default agent") the following error is observed:

Failed to start program "C:\Windows\system32\config\systemprofile\AppData\Local\Temp\.c2otmp\10dbe775-82b2-483c-bb7d-b32e41387571/c2ouscript.js" - verify path and extensions

Or running a script in a process you see the following errors in the logs:

'"C:\Windows\system32\config\systemprofile\AppData\Local\Temp\.c2otmp\e83b15d0-6592-4767-b633-b9f5ce7077d9/c2ouscript.bat"' is not recognized as an
internal or external command, operable program or batch file. failed to start program
"C:\Windows\system32\config\systemprofile\AppData\Local\Temp\.c2otmp\e83b15d0-6592-4767-b633-b9f5ce7077d9/c2ouscript.bat" - verify path and extensions
