Unable to name a new object the same name as an object that was deleted.

    After deleting an object in ITPam that object is moved to the ITPam internal recycling bin to allow it to be restored later if necessary.
    If you delete an object and leave it in the recycling bin, and then attempt to create a new object with the same name you will get an error message: "A folder/object with the specified name already exists."
