Missing portlets after migration

We have just completed the setup of a new instance of clarity 8.0 on our new environment, we did a clean install of clarity, for the database we copied over the existing database to the new environment. Now when we navigate to the Projects section and click on a project it shows perfectly , however when we click on the budget menu in the project the new setup is missing 2 portlets, what could account for these missing portlets and show do we go about troubleshooting this?

PS: Attached are the two screenshots of both the OLD (Working) and NEW (Missing portlets) screens.

The missing portlets as per the screenshot are :
* Current year planned cost
* Cost Plan worksheet
