"Cannot find message file" when accessing ITPAM Client

When you click on the CA Process Automation Client button in 3.0 or 3.1 you see a new dialog appear saying "Cannot find message file". Nothing else happens and the ITPAM Client does not load. The client where I saw this issue was using 3.0 and JRE 1.6.0_15. I searched online and found the following information regarding this error:

The issue occurs when the product needing to use Java (in this case ITPAM) can not access the Java\bin directory. This is caused when there is a problem with the JRE installation on the system. Reinstalling the JRE resolved the issue.
