v12.0 How to add new monthly periods to financial plan calendar (proj)?

My predecessor did this long ago and did not leave any written instructions.

Under Projects -> Financial Plans tab -> Press [New] -> Create Cost Plan
Period = Monthly
Plan Start Period (and Plan End Period) have a picklist showing the available months.

We have every month from way back, up until 12-2012.

A PM wants to enter a new cost plan going into 2013 but the months for 2013 are not available in the pick-list.

I looked everywhere (Setup / Lookups) and cannot find where to add these new periods.
I am sure it is something simple to do but I can't find it.
