Do you know if investments need to be active in order for processes with an auto-start condition to be triggered?

"Do you know if investments need to be active in order for processes with an auto-start condition to be triggered?" - Don't think so. It would be dependent on the condition provided in the process.

No but you need to make sure if it is a "Create" vs "Update" trigger on the process. Also processes will not fire if the instance is updated directly via the database. It only is triggered using the application.
