User Redirection based on his disabled status

when a user doesn't login for an extended period of time their account could be disabled(through an external script or through siteminder policy). when the user tries to login next time they will be taken to a page that says your account has been disabled due to inactivity
at that point the only option they currently have is to call customer support to have the account reactivated.

I am trying to investigate if we can send them instead to a different URL (through siteminder active response) to allow them to reactivate their account through selfservice(answering their security hints).

Please lend me your thoughts if this is feasible. In case this is not feasible and If you guys have other thoughts plese share it.
