When to put an end to custom attributes?

We have every one of our projects in Clarity. This creates a great tool for people to pull infomation from. We are starting to get requests to add attributes to help people collect infomation about projects.

For example, adding a boolean field that a PM would check if they planned on using consultants on the project.

I don't want the tool to become a sea of checkboxes. What rule of thumb do people out there use to determine if they build custom fileds into Clarity or tell userss to do it outside the system? If you do add custom fileds, where? What measures do you take to remain organized and current?
