Added Tasks Not Getting into New Projects

Several weeks ago, the coworker handling the project management side of Clarity made changes to an existing project template, adding two top-level tasks to the WBS, the first with four tasks under it, and the second with two tasks. (There were originally four sets of top-level tasks.)

Last week, he discovered that the new projects created since he made the changes do not include the new tasks. He says he has made changes before, and not had this problem.

Any suggestions on what I should be looking for, in order to find out what the problem is and how to fix it?
