How to read a 'fail' in the install log

Hi all. Quick Q to help me best help myself.

My 13.1 upgrade fails as shown below (from the install.log):

The installer logged out the XOG responses to the folder shown in the log. The XOG_ACCESS_RIGHTS_out.xml reads 'success':

So, am I to interpret that the XOG after XOG_ACCESS_RIGHTS is the one that fails?
If it is the next file, I'd like to examine it, but I can't find a buildfile that tells me what XOG was executing after XOG_ACCESS_RIGHTS.
