Quite a few ways I can think of:
1 Sum of PRASSIGNMENT.PRESTSUM/3600 joined to PRTASK and thence to SRM_PROJECTS
2 Just read ETC_HOURS from NBI_PROJECT_CURRENT_FACTS (if you have the datamart running)
3 Use one of the neat functions that CA provide in the PMO accelerator pack (in SQL Server Clarity anyway):
select niku.cop_get_etc_fct (project_id, -1, -1, 'EQ') from dual
select niku.prj_effort_fct (project_id, 'PROJECT', 'ETC') from dual
do the sum of select niku.prj_sum_assignment_fct (team_id, 0) from dual joined to PRTEAM and thence to SRM_PROJECTS
will get you it, but be warned they can be a bit slow if you pass lots of records in to them

Is there a standard rights "model" that is used for granting system administrators full configuration rights but limiting their ability to change data in the production environment? Because of the "fine line" between the two, I am wondering if this is eve
