Create a gauge in the Web Interface that would show when a Harvester is getting to its allowable capacity.

    HOW IT WORKS TODAY:
    The CA NFA distributed architecture allows the use of more than one
    Harvester. The criteria to understand the correct number of Harvester is
    based on the number of interfaces sending flows to it and the flow rate in
    flows per minute.

    WHAT IS THE PROBLEM:
    The network traffic and the CA NFA usage in general tend to increase
    overtime. At certain time it will be necessary to add new Harvester, but
    there is no easy way to keep track of the flow rate in the existing
    harvester, so we could proactively plan the addition of a new one.

    WHAT IS THE REQUEST:
    Implement a self monitor to understand the actual flows per minute rate each
    Harvester is processing. This information should be available in the web GUI
    via Administration tab or Custom Report. It would be possible to add a
    Watchdog for this self monitor in the "Watchdog settings" page, where we can
    configure to generate an alarm when the a given threshold exceeds.
