We want to remove Scatchpad from Ticket Center since it is already redundant.
If this is not possible, atleast we can hide this from selected support groups.
Assuming you are referencing the scratchpad on quick profile you can easily accomplish this.
1. Copy the default scratchpad.htmpl file to a custom form group, if you are not using one already.
2. Open scratchpad.htmpl via wsp or text editor
3. Remove the following block of code

4. Set role to custom form group, if not done already
5. Save and test
