Is there any way in ca catalog that we can create a manual notification template so that we can choose the required template so that email notifiaction can be triggered to the required persons like we have in CA servicedesk manager.
Unfortunately that is not something that can be done currently in the product. You can certainly post an idea here on the communities so folks can vote for it and product management can review it for possible inclusion in a future version of the product.
There is no like to like feature in catalog to that of SDM.
However, you might want to try creating multiple Actions notification's and trigger those actions based on your requirement.
I want to send a notification for pending approval, so will there any way we can implement the same.

From within CA Service catalog, this is functionality that needs to be implemented frirst.
You could decide to add an idea for this in this same community.
Should the SC-Request be linked to an SDM-Ticket,
you could send an email to that SDM-Ticket, adding an 'SDM-log-comment'
which then in turn could get synchronized to the related SC-request as an SC-request-Note.
