13.1 Upgrade Workaround For Post-Upgrade Installation Failure

I thought it would be good to share a workaround I got from support dealing with the issue you may get when trying to perform the post-upgrade step in the 13.1 upgrade where it says Executing maintenance upgrade phase only - base version up to date.
Here are the steps that worked:

1.
Please stop the services.
2.
Open your file : \.setup\scripts\db.xml
3.
On line 1591 please modify the values from true to false:
<choose property="database.base.installed">
<when value="false">
<echo level="info">Executing maintenance upgrade phase only - base version up to date.</echo>

4.
Save
5.
Run the command:
admin db postupgrade -verbose
6.
Wait until postupgrade finishes, verify the logs for errors, check in cmn_install_history and NSA that postupgrade has executed correctly.
7.
Go to db.xml and modify the flag back to true.
8.
Save and bring up the services.
