Managing Fixed-BId Contractors

We are looking for any best practice on how to manage fixed bid contractor resources in Clarity. Here are some of the questions we have:

How to handle fixed bid resources that don’t enter time like T&M contractors?
Should all fixed bid be unchecked for time entry?
Is there another out-of-the box field in the Resource object that could be used to manage fixed bid contractors?
How are exceptions handled? For example, a contractor starts out as fixed bid and then changes to T&M, or the reverse
What is the best way to handle contractors that have multiple rates? We assume that there should be multiple Rate Matrix records with concurrent start and end dates.

Any assistance on these questions is appreciated!
