Is it possible to have some timesheets to be submitted automatically? Example: If a resource applies time to the same application each week, can the system automatically complete the user's timesheet and submit for approval?

Not for the whole end to end process including submission. Clarity does allow you to set auto-populate options for the timesheet though, but it still requires the user to do something.
For a full process that involves no user input (!) you would need to develop some kind of script based solution that is invoked by running a process which uses XOG to write a timesheet according to your business rules. Updating the timesheet status is straightforward enough but populating the entries from the previous timesheet is more involved. You'd probably want to start by doing a SQL trace and then creating timesheets, having first made sure you've got the timesheet options set correctly, and then using that as a basis for creating a XOG write file.
