APM Oracle Database Issues

Has anyone had any issues with the APM Oracle Database having problems with opening to many concurrent sessions?

One Mom, 4 Collectors, one TIM, running 9.1.7.
Oracle 11g Database

When bringing the APM Environment down, and bringing the APM Environment Up, connections to the APM Database begin having problems. Either an EM won't come up because it's waiting on the APM Database Connection or it comes up and sometimes disconnects from the APM Database.

Looking at the Oracle APM Database, it indicates that the number of sessions has been exceeded.....initially the allowable sessions in Oracle was set to 200, then increased to 500 sessions, but then began running out of allowable number of Processes. Checking the Oracle DB Logs:

Initial Errors:
ORA-00604: error occurred at recursive SQL level 1
ORA-00018: maximum number of sessions exceeded

Increased Sessions to 500, and received the following:

Warning: PROCESSES may be too low for current load
shared servers=400, want 7 more but starting only 0 more

I am just wondering if anyone has experienced something similar with their APM Oracle Database?
Also, What are the recommended limits set for Processes, Sessions, Transactions on the APM Oracle Database?

Can someone in the community that is using Oracle for the APM Database provide me what their limit settings are:

select * from v$resource_limit;

Any other suggestions?
