Restricting Access to Projects Through OBS

Is there a way in Clarity 13.2 to set access restrictions to project instances by the use of OBS and leave Global Group Access Rights intact. My organization has a need for confidential projects. Access to these projects has to be restricted to specific individuals within the organization.

I have set up an OBS called Organization that is marked 'Used for Access Restrictions'. Project has been assigned as an Associated Object with Association Mode set to any Unit. Within this Organization, I have set up Units with a Level 1 'Company' and a Level 2 'Confidential Projects'.

I have created a Group assigning Group Access Right in the 'OBS Unit Access Rights' for Project as follows:

Resources were assigned to the group. These same resources are members of a Group that has Global Access Rights to project.

I created a project and assigned the Organization:

However, when I log in as a non-admin user, the confidential project is still viewable and editable by all other users.

Is there something I need to do differently? Am I taking the correct approach.
