Assertion attribute type declaration as string

Hi ,

We have a requirement with SIteMinder IDP , Assertion attribute type to be declared as string and should be passed in the saml assertion attribute statement. Follwowing the scenario explaination:

One of our Client wants the saml assertion attribute statement  to be like below:

Per our documentation, the attribute type string should be declared, for example as shown here:

<saml:Attribute Name="FEDERATION_ID">

<saml:AttributeValue xmlns:xs="http://www.w3.org/2001/XMLSche  xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:type="xs:string">YOUR_FEDERATION_ID  </saml:AttributeValue> </saml:Attribute>  

But  SiteMinderR12.5 sends the assertion attribute statement as follows :

            <ns2:Attribute Name="FEDERATION_ID" NameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:uri">

                <ns2:AttributeValue>testuser</ns2:AttributeValue></ns2:Attribute>

My question  is how can we insert the attribute value type as string in attribute statement. How can siteminder send  attribute statement   in our client specified way :

<saml:AttributeValue xmlns:xs="http://www.w3.org/2001/XMLSche  xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:type="xs:string">

We tried with basic,uri and unspecified formats. 

Would be much appreciated for the inputs.
