No, there are no ways to set global timeouts for the other operator types. Each instance of an operator can be configured with its own timeout. A process does not have a timeout but you could create your own by having the start operator branch out to a delay operator (set to delay for however long you want your timeout period to be) and from there to a stop operator (or anything else you want to do in the timeout condition).
