No Step that allow access when doing su on AIX

A user logs in as dbadm2 and tried to su to dbinst2 but was greeted with an error "Cannot change to target home directory: Permission denied". In the seaudit audit log, the details shows "No Step that allowed access", the acces is 'Chdir', the program is '/opt/CA/eTrustAccessControl/sesu_wrap.sh.

The user can log in as dbinst2, the home directory has appropriate rights granted.

The eTrust Access Control is version 8, installed on the AIX 6.
