Transactions with 0.1 Bill Rate?

I have been doing some querying on my PPA_WIP and PPA_WIP_VALUES tables and I keep running across records coming from timesheet transactions that have a fractional bill rate - just 0.1. I have no idea where these are coming from. There appears to be one of these records for every correct transaction, so each timesheet entry yields two transaction records - one with the correct rate and one with the 0.1 rate. You don't see the individual transactions when you look in the transactions list in Clarity. However they are being applied to the project cost and it's making me a little crazy because that means that I can't ever get a simple multiplication of actual hours times rate to equal the actuals that I see on the financial plan because of these fractional transactions. It doesn't throw things off by much on each individual project (a couple of bucks) but across many projects it starts to add up.

Does this make sense? Has anyone else seen this?
