Opening a project plan from Clarity into MSP

I've had a couple users report that when they try to open a Microsoft Project Plan from Clarity, they receive  a "123.mpp file is locked for editing" error message (see attached image).   The file is not locked before they select it, they chose the read/write option when opening the file, but still receive this error.  Thoughts/recommendations are appreciated.  Thanks,   - Mark
