Knowledge Store problems

We are currently using Clarity v12.4 and I am having issues providing users with access to the knowledge store. All users have the global security of 'Knowledge Store - view' but for some reason it is not showing up on the application menu for them. I looked at the knowledge store on the application side to see what the permissions to the folders within the knowledge store were, should the security groups display in the list as reader? As an admin of the system it doen't allow me to change the permissions to the folder and I am not sure why?  Does anyone have any guidance? Am I missing something?
