Right now I can only add managers as participants in projects for them to see collaboration tab to see the documents. Just wondering if there is another way. If not, no worries.

We can add system groups as participants to a project (note that this is not "participant groups" but the functionality you get on the normal participant screen but changing the drop down from "resources" to "system groups"). So if you did that as a one-off exercise across all your projects/templates for a "all managers" system group then when a new manager was identified, put them in the group and they will have the access.

A portlet page with the query based portlets with links to the actual documents could also allow bypass all security.
We utilize the OBS right "Project - View Documents" - assigning the right to a business unit group.
OBS: Project - View Documents; Project Pool OBS:AP Projects
Be default, documents have the "allow non-participant access" box checked. We then assign resources (managers/directors) to the Group.
The end result is that All resources in the AP-Staff group can view the documents in the Collaboration area of all AP projects, where "allow non-participant access" is checked.
Yes, one can uncheck the "allow non-participant access" box on a document, and then the members of the group can't see the doc. Perhaps this is one of those 'secret' docs on a 'secret' project that the company doesn't want people to have access to. However, in real practice, no one is unchecking this box.
Since this is an OBS based right, it also keeps resources looking at only those project docs that they need to see, and away from those that they shouldn't see. There's no global version of this right, so if needed globally, you would still use the OBS right and apply it to the top branch of your project OBS, using "units and descendants."
