Action Items - Manage at an Admin level?

We have many workflows which are highly dependant on the use of Action Items. As a result, we have a great need to be able to view and manage ALL open Action Items, by status and by assignee, and to either update the status or re-assign to another assignee.

The data providers given for Action Items are quite limited and don't let you do much on an overall level. Organizer only lets you see/act on Action Items assigned to you. (unless part of a group assignment) The only possible solution we have found would be to create an Admin user and have this admin user as an additional assignee on every action item in every workflow. This would require a lot of re-work to all of our workflows, and is somewhat of a PITA.

Has anyone found any better way to manage Action Items across the enterprise?
