Is it possible to edit the UMP login page? We want to add a message for the users, like point of contact etc.
My guess is you couple probably edit the index.jsp file in the was/webapps/root folder. Probablem would probably be that it would get overwritten by any upgrade or probe redeploy.
Login to your UMP, then in the URL, go to http://your.ump.com/web/guest/home. There go to Manage -> Page (in the top bar) and after that "look and feel". Then you can apply your template and insert your CSS.
It will definitely get overwritten by upgrades, so make sure you backup your changes.

I have setup something similar which you can see in the screenshot attached
The extra web content is just a html page which you put in C:\Program Files\Nimsoft\probes\service\wasp\webapps\ROOT\html and then you can access it with the webcontent portlet with /html/yourpage.html in the portlet configuration.
The Root folder will be rebuilt on an upgrade so you will have to reapply any web pages in this folder afterwards.
I would imagine your ldap password change will be a page that you construct and access the same way, although it might be hosted somewhere else which would make it easier with upgrades.
To create the Administration menu item just login as administrator and go to web/guest/home in the url and then manage page to create the dropdown menu in liferay
