Purpose of prevlevel field in alarm.set()?

According to the latest NAS whitepaper (for v3.41--not yet posted to the solutions), the table passed to the alarm.set() function can have an element named prevlevel. I do not see that as a field that is returned by the alarm.list()/alarm.get() functions or the alarm.history()/alarm.transactions() functions. However, I see that it is a field in the NAS_ALARMS table. Does setting that field in alarm.set() just set it in the database? Does it have any practical application beyond that?
