Custom Resource Attribute Not Showing in Manual Action in Process

I know that the resource ID should be used.  We want to limit the resource selection to a select group of users.  We have created the user group and are selecting the resource ID from that group of users.  However, when we go to use it in the manual action in the action item, it is not available as a resource field to send an action item to (like sch_resource_browse or the Idea Business Owner) lookup.  Here is the construct of the query.  I am using the r.id as the hidden key just like the other lookups:
