Can you provide some details on what actions are slow, exactly? It may help to narrow the scope of what the problem may be.
When user try to access http://sdserver/CAisd/pdmweb.exe, browse incidents view, or open content of incident, it need about 1 minute to open it.
And i have checked, system performance alwasy running low usage.
Check which browser they are using and monitor the browser CPU usage on the end-user’s client? I seem to remember that 12.1 was particularly slow to load on some versions of IE.

Also to note that ServiceDesk 12.1 is quite old now, and doesn't support more modern browsers. I wonder if this is playing any factor as well.
Are you using the latest Cumulative patches? Are there any considerations for moving to a newer release?
We plan to upgrade CA and working on this, but the CA CMDB 5 years ago, and a lot of customizations applied, that is difficult for us.
I have tested based on IE 6,7,8,9,10,11, always response slowly, seems that is not related IE performance.
