Just like with Email, where you need a mail server to send Mail notificaitons, for CA SDM you'll need a SMS gateway/provider/application that can send your SMS first. Do you have anything setup in your installation ?
I have SMS gateway which can send SMS.
Then you can integrate it with SDM by defining a new Notification Method. Look under the Implementation Guide and see how you can register a script that can take your Contacts' Phone number and sends an SMS through your GW API:

I have a similar requirement in which SMS notification is required on Mobile number. We have SMS gateway URL and credentials.
If you have achieved this in your Task/requirement , kindly let me know.
