I have a service wherein I use "stop processing" at two points in the policy. In the first point, the "stop processing" assertion does not work and returns 600- assertion falsified. In the second point, it works. I am not able to understand this behavior. I have attached the policy snippet to this question. Please have a look at the policy and let me know why the "stop processing" assertion fails.

I am not able to understand this behavior. If someone's able to find out the mistake there or find this unusual or have a solution, please let me know.
