Only Employess can use the "Hold" status

Hello guys


We are using CA SDM 14.1 and we have a requirement to restrict the use of the "Hold" status to employees.


In this case the analyst wont be able to put a ticket on Hold, only the employee will be able to give this status  to their tickets.


If possible, what would be the best way to do this?
