I am intrested to use Siteminder API using perl or Java but unable to find how to start.
Could you help me with your idea on how to start, what are the required SDK software to install(local laptop), example programs if any?

To get started, you will need to install CA SiteMinder SDK from here :
SAP NetWeaver Portal
The above link points to 12.52SP1CR5 version of SDK.
Once SDK is installed, you can find all the required samples under the samples folder.
For java specific sample refer to javaXXX folders.
For e.g if you want to write a custom auth scheme in java , refer to javauathapi directory, which has a custom sample java auth scheme by name AuthApiSample.java
All the sample uses following properties file as default, so you will need to configure as per your environment before running the sample code.

It is best to search with the title, if you have another 404 in future.
When I started writing scripts with the perl interface I found the object dependency chart to be helpful to visualize how everything fit together.

Look for "SiteMinder Web Access Manager SDK" for your desired version from the below link which has got both windows and Linux versions download links in it.
