Process to create a portfolio plan

A use case that we have in my organization is the ability to see changes to a portfolio over time. For example: A business stakeholder (a portfolio owner for instance) is looking at their portfolio of projects and sees that there are 5 projects in various stages. The portfolio owner wants to see what was different (which projects were there, what the dates were, what the allocations were, etc) on January 1st of the year.

To that end, I'd like to have a mechanism for snapshots to be taken once a month. I thought the best way to do this would be to create a portfolio plan on the first of each month, that people could refer to as needed.

So my question is:
1) Does this sound like a good way to implement this, or does anyone have any better ideas?
2) Is this possible to do? Does anyone have experience creating a plan via a process? I'm guessing I'd need to write a script.
