How to keep track of tasks that are ongoing and not contained in a sprint?

Some tasks such as create new user accounts occur basically each sprint do not end at the end of a sprint. How can tasks such as these best be shown in rally. So far the best option I've seen is simply copying the US into new sprints.

Have you looked into splitting of stories, with finished tasks being left behind in the previous sprint as part of the "unfinished" story and the remaining tasks as part of the new story as "continued" in the new sprint.
Is there a way to break down the work so that there is a clear delineation of tasks that can be done vs not done? Are these tasks a part of the backlog, or just admin work?
