what is the Max number of cluster-wide properties or Stored password store a Gateway can have without impacting a performance for lookup?
To add to Gopi's statement that we have not seen a performance impact with policy execution with hundred of entries in the cluster wide properties only area that may take a bit longer is during design time opening the cluster wide properties window in the Policy Manager. For the stored password, we have not seen large number of entries used in this interface but the logic would be the same that design time may slow down.
The size of cluster wide properties will require memory as they are cached in memory so take this into account when aligning resources. Lastly number of changes occurring to these values will affect the performance as the cache will be refreshing every 20-30 seconds.

I don't think we have a soft limit for these parameters.
If these parameters are changed more frequently, you might see the performance hit. Otherwise, as long as Gateway has enough resources, there won't be any performance issues by numbers.
