Monitor not available for run workflow

I'm seeing an issue where I can't open the Monitor for a workflow that has been already run.
I'm getting an error saying...
Workflow RunId xxxx has not yet been generated, no data available for Monitor.

I've seen this a few times before but it was never raised by the business until today.

Anyone seen this before?
