Reopen Ticket only Closed Unresolved status

On employee role, employees are able to re-open tickets. We have a requirement to reopen ticket ONLY status 'Closed Unresolved' one.Can we change/modify the following code in detail_in.htmpl to  achieve this????


. We dont want to reopen closed status or Cancelled status tickets.  Only we want to reopen 'Closed Unresolved' tickets
