IDMS to Oracle

I am trying to use the Socket function with IDMS 16.2 to connect to
Oracle 10g. I can not get past the Oracle listener. Has any body ever
been able to do this? Is there another piece that I a missing such as
an Oracle ODBC client for MVS.
I have tried this string
(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=iotorat01pu.isd.
state.in.us)(PORT=1521))(CONNECT_DATA=(SERVER=DEDICATED)(sid=doitt))).

"There are 4 different versions that come supplied with IDMS. Each varies
slightly based on where it is intended to be used. For example - there
is one for BATCH , one for DC-BATCH, and two for CICS. Depending on the
environment there is a different calling PROTOCOL for accessing IDMS
functionality. The PROTOCOL statement in the Cobol programs determines
what the calling sequence is and which SUBSCHEMA-CTRL is therefore
required. You can see this if you do the following displays in IDD -
I've included the output from the displays in one of our dictionaries -
if your results are the same as regards record length and ""MODE IS""
specifications - then I wouldn't worry - some shops have over time put
additional 88 level conditions in but this would not affect the features
