but this methodology also implay that the two datasets (and segment
definitions ) must remain sized identically or else the dataset copy
would either fail or produce unprediciable results

We copy datasets frequently between Development and Quality databases.
However, we rigorously maintain that the schemas are identical between
them the databases. I assume that you must have allowed the schema
compiler to assign record IDs rather than manually applying them.

You could create another schema that matches that of the source system,
(and does NOT include the duplicated record IDs from the target system)
and then create new subschemas of that schema for use during your
testing.
